Keynote Speaker I

Prof. Chin-Chen Chang,IEEE and IET Fellow, Feng Chia University, Taiwan


Bio Data:

Professor Chin-Chen Chang obtained his Ph.D. degree in computer engineering from National Chiao Tung University. His first degree is Bachelor of Science in Applied Mathematics and master degree is Master of Science in computer and decision sciences. Both were awarded in National Tsing Hua University. Dr. Chang served in National Chung Cheng University from 1989 to 2005. His current title is Chair Professor in Department of Information Engineering and Computer Science, Feng Chia University, from Feb. 2005.

Prior to joining Feng Chia University, Professor Chang was an associate professor in Chiao Tung University, professor in National Chung Hsing University, chair professor in National Chung Cheng University. He had also been Visiting Researcher and Visiting Scientist to Tokyo University and Kyoto University, Japan. During his service in Chung Cheng, Professor Chang served as Chairman of the Institute of Computer Science and Information Engineering, Dean of College of Engineering, Provost and then Acting President of Chung Cheng University and Director of Advisory Office in Ministry of Education, Taiwan.

Professor Chang's specialties include, but not limited to, data engineering, database systems, computer cryptography and information security. A researcher of acclaimed and distinguished services and contributions to his country and advancing human knowledge in the field of information science, Professor Chang has won many research awards and honorary positions by and in prestigious organizations both nationally and internationally. He is currently a Fellow of IEEE and a Fellow of IEE, UK. And since his early years of career development, he consecutively won Institute of Information & Computing Machinery Medal of Honor, Outstanding Youth Award of Taiwan, Outstanding Talent in Information Sciences of Taiwan, AceR Dragon Award of the Ten Most Outstanding Talents, Outstanding Scholar Award of Taiwan, Outstanding Engineering Professor Award of Taiwan, Chung-Shan Academic Publication Awards, Distinguished Research Awards of National Science Council of Taiwan, Outstanding Scholarly Contribution Award of the International Institute for Advanced Studies in Systems Research and Cybernetics, Top Fifteen Scholars in Systems and Software Engineering of the Journal of Systems and Software, Top Cited Paper Award of Pattern Recognition Letters, and so on. On numerous occasions, he was invited to serve as Visiting Professor, Chair Professor, Honorary Professor, Honorary Director, Honorary Chairman, Distinguished Alumnus, Distinguished Researcher, Research Fellow by universities and research institutes. He also published over serval hundred papers in Information Sciences. In the meantime, he participates actively in international academic organizations and performs advisory work to government agencies and academic organizations.

Prof. Ce Zhu, IEEE and IET Felllow, University of Electronic Science and Technology of China, China


Bio Data:

Ce Zhu is currently a Professor with the School of Electronic Engineering, University of Electronic Science and Technology of China, Chengdu, China. His research interests include image/video coding, streaming and processing, 3D video, visual perception and applications. He has served on the editorial boards of a few journals, including as an Associate Editor of IEEE Transactions on Image Processing, IEEE Transactions on Broadcasting, IEEE Transactions on Circuits and Systems for Video Technology, and IEEE Signal Processing Letters. He has served on technical committees, organizing committees and as track/area/session chairs for over 60 international conferences, including serving as a Technical Program Co-Chair of IEEE ICME 2017. He is a Fellow of IEEE and a Fellow of IET.

Keynote Speaker III



Prof. Yulin Wang, Wuhan University, China



Bio Data:

Prof. Yulin Wang is a full professor and PhD supervisor in International School of Software, Wuhan University, China. He got PhD degree in 2005 in Queen Mary, University of London, UK. Before that, he has worked in high-tech industry for more than ten years. He has involved many key projects, and hold 8 patents. He got his master and bachelor degree in 1990 and 1987 respectively from Xi-Dian University, and Huazhong University of Science and Technology(HUST), both in China. His research interests include digital rights management, digital watermarking, multimedia and network security, and signal processing. In recently 10 years, Prof. Wang has published as first author 3 books, 40 conference papers and 45 journal papers, including in IEEE Transactions and IEE proceedings and Elsevier Journals. Prof. Wang served as editor-in-chief for International Journal of Advances in Multimedia in 2010. He served as reviewer for many journals, including IEEE Transactions on Image Processing, IEEE Signal Processing Letters, Elsevier Journal of Information Sciences. He served as reviewer for many research funds, including National High Technology Research and Development Program of China ( ‘863’ project). Prof. Wang was the external PhD adviser of Dublin City University, Ireland during 2008-2010. He was the keynote speakers in many international conferences. He bas been listed in Marcus ‘who’s who in the world’ since 2008.

Prof. Liyanage C De Silva, Dean, Faculty of Integrated Technologies (FIT), University of Brunei Darussalam, Brunei Darussalam




Abstract: In this presentation a comprehensive review of the state of the art of smoke and fire detection techniques using image processing will be presented. Smoke is a good indicator of a pre-fire condition and many fires are indicators of subsequent dangerous situations due to the spread of fire. I will first give a comparison of smoke detection methods and different types of approaches for the classification of smoke. Then I will analyse different types of technologies and various color models involved in fire detection techniques. Generally, the false alarm rate can be reduced by integrating image processing techniques with multimodal sensor based methods.  Mainly in this presentation, I will focus on technologies used in order to detect smoke and fire at the earliest possible stage of the event for the prevention of further threat to the humans and the surrounding environment.


Biography: Professor Liyanage C De Silva has received BSc Eng(Hons) degree from the University of Moratuwa Sri Lanka in 1985, MPhil degree from The Open University of Sri Lanka in 1989, MEng and PhD degrees from the University of Tokyo, Japan in 1992 and 1995 respectively. He was with the University of Tokyo, Japan, from 1989 to 1995. From April 1995 to March 1997 he has pursued his postdoctoral research as a researcher at ATR (Advanced Telecommunication Research) Laboratories, Kyoto, Japan. In March 1997 he has joined The National University of Singapore as a Lecturer where he was an Assistant Professor till June 2003. He was with the Massey University, New Zealand from 2003 to 2007. Currently he is a Professor of Engineering and the Dean of the Faculty of Integrated Technologies (FIT) at the Universiti Brunei Darussalam (UBD). 


Liyanage’s current research interests are Internet of Things (IoT) Neural Network Applications, Image and Speech Signal Processing (in particular multi modal emotion recognition and speech emotion analysis), Digital Communication (CDMA, OFDMA etc.), Information theory (source coding), Pattern recognition and understanding (biometric identification), Multimedia signal processing, and Smart Sensors (Smart environments for security, eldercare and energy efficiency). Liyanage has published over 170 technical papers in these areas in international conferences, journals and Japanese national conventions and holds one US, one Brunei and one Japanese national patents. The Japanese national patent was successfully sold to Sony Corporation Japan for commercial utilization. Liyanage’s works have been cited as one of the pioneering work in the bi-modal (audio and video signal based) emotion recognition by many researchers. His papers so far have been cited by more than 2500 times (according to with an h-index of 20.
